Selfish mining psychology

Would it be a good idea to add a protocol rule that if ever a single pool/entity has, say, 25% or greater hashpower, the other 75% hashpower combines into a single pool to immediately outcompete it? When the smaller pool falls below 25%, the supermajority pool breaks up into separate pools/solo miners again. I don't know how this would play out in the real world, but I'm trying to have a new perspective on the rationality of mining.
