Why does hash rate matter for mining Monero, if it can only be mined on a CPU?

I want to start mining Monero using a few old computers running Linux. But I’m reading that it still seems that hash rate is important in increasing your chances of finding a block. If Monero is meant only to be mind on a CPU, and why does this speed matter?Since GPUs do t seem to help, then is there a hash rate “cap”?
