Adding startup flags for open node

Trying to run a full open node with startup flags (specifically, --restricted-rpc). My issue is that to do this i need to find and edit the config file in the data directory and it's not there. I've checked everywhere online and so far found nothing.I've tried reading https://ift.tt/6tALQed but i'm new to this so it just added more confusion. Obviously i'm missing something so i apologize for the noob queestion
